Chief Executive Officer

Dr. Boer is the Chief Executive Officer of All On and joined the team from the Boston Consulting Group (BCG), where he was one of the founders of the strategy firm's Lagos office. Prior to BCG, Dr. Boer spent five years with the Heirs Holdings Group in Lagos, playing roles including Chief of Staff to the Chairman, Director of Strategy, and CEO of the Tony Elumelu Foundation. Dr. Boer has also worked in the Rockefeller Foundation's Africa Regional Office in Nairobi, McKinsey & Company, and with World Vision Mauritania where he managed a USAID funded development project. While conducting his doctoral research in Nigeria for his Yale PhD thesis, Wiebe co-founded AfriOne, the first ISP in North Central Nigeria. He has served on a variety of corporate and public sector boards across Africa, and is also a widely published author and speaker. His most recent publication is the co-edited volume Africans Investing in Africa, published by Palgrave in 2015. Dr. Boer earned a PhD and two Masters degrees from Yale University and a Bachelor's degree from Calvin College, all in history. He spent one year studying political science at the University of Jos, and completed his primary and secondary education at Hillcrest School, also in Jos, Nigeria where he was born and raised.

Ekaete Okoro

Ekaete Okoro

Manager, External Affairs and Strategic Partnerships

Ekaete (Eka) Okoro is All On’s Manager, External Affairs and Strategic Partnerships. She is responsible for opening and managing new frontiers of beneficial external relationships for All On through strategic partnerships with government, co-investors, development agencies, sector experts and other key players in renewable energy. She is also responsible for developing and implementing external communications, managing market intelligence, managing and advocating critical policy issues, and effectively positioning All On’s brand to create a positive image for the organization and help deliver its strategy.

Eka brings with her a wealth of external relations, international development and conflict resolution experience having held key positions in media, public and government relations as well as strategic partnerships in Shell before assuming her current role.  In 2005, she initiated and successfully deployed a multi-stakeholder (government, civil society, private sector) re-orientation and re-integration programme for affected youth and Nigerian communities, the impact of which formed the basis for the Presidential Amnesty Programme.

From 2007-2011, Eka worked in the US, supporting international development organizations in the delivery of socio-economic projects to underserved areas across  Western and Northern Africa. Upon her return to Nigeria, she was appointed Corporate Lead for Shell’s Sustainable Development Partnerships, and later nominated Shell’s representative to the Oil and Gas Industry Foundation (OGIF) – a special purpose vehicle established to coordinate the industry’s support for the Amnesty Programme. She was appointed the Foundation’s CEO in 2013 - a position she has held since. Between 2014 and 2015, Eka worked in the UK as Nigeria Lead of the cross-functional team established to design All On.

Eka holds a Bachelor’s degree in Arts (Administration), a Master’s in Supply Chain Management and an MBA from The University of Maryland, USA. For her pioneering role in the Niger Delta conflict resolution she is a proud recipient of the prestigious Coretta Scott King Award from the University of Rhode Island’s Institute for Nonviolence Studies, USA. Her interests include writing, mentoring, and entrepreneurship.

Florence Okoli

Florence Okoli

Manager, Programs and Investments

Florence (Flo) Okoli will be responsible for All On related partnerships with investors, development partners, corporations, and all financial and non-financial investments into energy firms. Together with the CEO, Flo will take programs and investment opportunities from "cradle to grave" including identification, deal closure, delivery and implementation. Flo will also support the CEO in the development of All On’s strategic objectives and business plans.

Flo has a Bachelor’s degree in Accounting from University of Lagos, is a Fellow of the Institute of Chartered Accountants of Nigeria and holds an MBA from Harvard Business School. She has rich and varied cross-functional and multi-industry experience, spanning Consulting & Advisory Services, Energy and Telecommunications, having worked in Arthur Andersen, MTN Communications (as a pioneer staff) and ExxonMobil. Flo also brings to All On deep commercial experience, having played a pioneering lead commercial and advisory role through Shell’s leadership and participation in restructuring the Nigerian Gas & Power industry through the joint industry development and implementation of the Nigerian Gas Master Plan (NGMP).

Flo is married to Chiedozie (Chido), and they are blessed with 3 wonderful sons. Flo enjoys reading and watching football, movies and TV series. Believing it is never too late to learn something new, Flo is taking piano lessons and plans to restart golf and swimming lessons if she can find the time!

Osayuki Eguasa

Finance Manager

Osayuki (Yuki) Eguasa is All On’s Finance Manager and will be responsible for oversight of the entity's financial management and operations, as well as ensuring reporting, standards, and compliance. Yuki will oversee budget planning, analysis, compliance, procurement, auditing, contracting, and treasury management. Yuki will also provide inputs into investment activities of the entity, specifically around financial due diligence into energy firms being considered for investment, and contributing to structuring and documenting the equity, debt, and grant investments (i.e. together with the Programs and Investment Manager, liaising with lawyers and financial advisors). Yuki will be a strategic thought partner in financial matters to the CEO and the Board. Yuki comes with a rich career spanning over various Finance areas. His previous work experiences in Shell include Budget & Financial planning, where he contributed to managing the persisting funding issues facing SPDC JV, effectively reducing exposure and ensuring optimum cost recovery from our Partners. Subsequently, he had responsibility for SPDC management information analysis, providing insights into SPDC corporate performance relative to its Business Plan. His last Assignment was in the area of Mergers and Acquisitions (M&A) and Commercial Finance, where he developed an extensive and successful deal making and M&A track record, contributing immensely to SPDC Portfolio alignment with Strategy. Yuki is a CFA Charterholder®, Chartered Certified Accountant and a certified Financial Risk Manager. He loves listening to music and watching football.

Stella S. Obot

Business Strategy and Planning Advisor

Stella Obot is a sustainable development professional who is excited to bring her experiences to All On.  She will work across the All On portfolio to help position the organization to support scalable, commercially sustainable energy solutions in Nigeria through strategic operational support, market intelligence and stakeholder management.  Stella will identify, generate and sustain relationships with access to energy stakeholders to assist All On in gaining a competitive advantage and build the right network to make maximum impact. Stella holds a Bachelor’s Degree in Chemistry from Xavier University of Louisiana and a Masters of Public Health Degree (Health Policy and Management) from Georgia State School of Public Health, Atlanta, Georgia.  Born and raised in the United States, Stella moved to Nigeria in the quest for a challenging career with more impact  and has since not regretted her decision.  She has 4 years of experience in sustainable development and community relations at Shell and has key strengths in external relations and authentic stakeholder engagement.  Stella speaks conversational Spanish and German and is a member of the Institute of Project Management.  Stella enjoys trying new restaurants, learning about emerging start –ups, making natural beauty products and creative design.
